Rowena Tolentino

Rowena is a development professional and experienced civil servant with a diverse background in energy, climate and energy finance, environmental and corporate planning, and public policy.

She held key positions in the Philippine Government, recently as the Head Executive Assistant to the Philippines Energy Secretary, where she provided executive, technical, and policy advisory support. Her civil service career was primarily spent as Department Manager at the state-owned Power Sector Assets and Liabilities Management Corporation, the privatization arm for government-owned power plants and contracts.

Her extensive career in the Philippine energy sector has focused on PPP and privatization, corporate and financial planning, asset and business valuation, hydropower operations oversight, renewables and energy transition.

Rowena earned her MSc in Carbon Finance from the University of Edinburgh on a Chevening Scholarship and holds an MA in Urban and Regional Planning and a BA in Public Administration from the University of the Philippines, Diliman. As a licensed environmental planner, she has advised local governments on land use and development planning and researched on hydro power-induced displacement. Additionally, she served as a Senior Lecturer on public fiscal administration at the University of the Philippines-Diliman and co-authored the 2019 and 2021 Global Landscape of Climate Finance.

“What drew me to being a CFAN advisor was the opportunity to break barriers in access to climate finance for countries most vulnerable to the adverse impacts of climate change. Both the Bahamas and the Philippines face common challenges in securing funding for mitigation and adaptation projects. The extensive training component of the CFAN program is particularly appealing, as it will allow me to become an expert in this field and help advance climate priorities not only for the Bahamas but also for my home country. I am excited about the South-to-South cooperation that will be fostered as I join the Caribbean cohort, bringing with me the experience and perspective of another vulnerable country from the South.”
